UK Radio Ownership

Current radio ownership laws are based on the 1990 Broadcasting Act.

The system is based on the total number of licences any one company can own in the whole of the UK.

No single company can own more than 15% of the total number of potential commercial radio listeners and the rules also ban ownership of more than one commercial national radio licence.

The new bill is liable to do away with the points system in favour of letting the Competition Commission take most of the strain.

However, restrictions will remain in place to guarantee competition in regional areas.

The so-called "three plus BBC" rule is likely to be implemented, meaning that operators can own as many licences in an individual area as they like, subject to competition restrictions, as long as there are four operators in any one area.

The rule maintaining that there be at least one speech and one non-rock national commercial radio station is likely to stay.

The Radio Authority and the Commercial Radio Companies Association has also proposed that the ban on owning more than one national commercial station be dropped in favour of allowing the competition commission to adjudicate.

Capital, Emap (part of the group which publishes Broadcast), GWR, Scottish Media Group, Chrysalis and Scottish Radio Holdings - will become three or possibly four 'supergroups' at most, mopping up the smaller radio outfits as they go.
